UK Master's Without IELTS 2027: MOI-Accepting Universities and Visa Rules
70+ UK universities consider a Medium of Instruction certificate instead of IELTS. How MOI acceptance works, which universities accept it, and how the visa rules fit.

For applicants whose previous education was taught in English, the IELTS bill and the waiting lists are an avoidable tax. A Medium of Instruction (MOI) certificate — an official letter from your previous university confirming your degree was taught and examined in English — is considered by more than 70 UK universities in place of a test score. It is not a loophole and it is not guaranteed: acceptance is case-by-case, policies change yearly, and the visa stage has its own logic. This guide walks through all three layers.
What an MOI certificate must contain
A weak MOI letter is the most common reason the route fails. The certificate should be printed on university letterhead, signed and stamped by the controller of examinations, registrar or academic office, and state explicitly that the medium of instruction and examination for your named degree, in named years, was English. A general reference line saying "classes were conducted in English" from a department that cannot speak for the whole programme will get rejected. Some universities additionally want your Class 12 (higher secondary) English score, which is why the tiers below talk in percentages.
How UK universities tier MOI acceptance
Universities do not publish one rule; they publish judgement calls. Grouped by what agents and applicants report for recent intakes, the practical tiers look like this:
| Typical Class 12 English score | Universities reported in this tier |
|---|---|
| 75% and above | Edinburgh, St Andrews, Glasgow, Birmingham, York, Greenwich |
| 70-74% | Bristol, Aston, Strathclyde, East Anglia, Swansea |
| 65-69% | Portsmouth, Oxford Brookes, Aberdeen, Heriot-Watt, Bangor, Hertfordshire, Brunel |
| 60-64% | Coventry, De Montfort, Birmingham City, Salford, Middlesex, Dundee, Stirling, Northumbria |
| 55-59% or MOI alone | Cardiff Met, East London, Roehampton, Teesside, Gloucestershire, Abertay |
Treat that table as a map, not a contract. Policies move between intakes, and individual departments can be stricter than their own university's central rule — nursing, education and law programmes often are. The only way to lock the route in is a written confirmation from admissions for your specific course and intake.
The visa layer: where MOI gets complicated
Admission and immigration are separate gates. For the Student visa, English must be evidenced at B2 level either through a Secure English Language Test (SELT) or through the university itself: if your sponsor university confirms on your CAS that it has assessed your English through its own process — which can include a MOI-based assessment — no SELT is required. Most of the universities in the tiers above have that assessment capability. But some universities accept MOI for admission and still require a SELT for the visa stage, because their compliance team will not certify MOI-based assessment to the Home Office. Ask one specific question: "if you admit me on MOI, will you state on my CAS that my English was assessed by you?" A yes closes the loop; a hesitation means plan for a test.
What about PhDs?
Doctoral admission is more flexible than taught master's admission because the supervisor and faculty drive the decision. Plenty of UK PhD offers are made on the strength of an English-medium prior degree plus an interview, and our UK PhD English requirements guide covers the doctoral rules in detail. If you are building a list of test-free options, start from our Europe without IELTS guide, and check individual funded projects on this site — each card states where an English test is and is not required.
A sample MOI request email that works
Ask your alma mater for the certificate with this frame: "I require an official Medium of Instruction certificate stating that the [degree name], awarded in [year], was taught and examined entirely in English, signed and stamped by the Controller of Examinations/Registrar, for purposes of UK university admission." Request three originals — universities charge per copy later, and UK applications, visa files and scholarship forms each want their own. If your university's English was mixed-medium in practice, do not pursue a certificate that overstates it: UK border compliance teams do verify with institutions, and a withdrawn CAS costs far more than one IELTS sitting.
MOI mistakes that sink otherwise strong applications
The same failures recur every intake. Applicants submit an MOI certificate from a college rather than the degree-awarding university, which most UK admissions teams will not accept. Others submit certificates that confirm "English was a subject" rather than the medium of instruction — different claim, automatic rejection. Some wait until after an offer to discover their department requires a SELT regardless of the central policy. And a surprising number apply to universities whose published policy excludes their country's education system, because agent lists recycle stale information between intakes.
Protect yourself with a paper trail: the written admissions confirmation naming your course, intake and the English evidence accepted, kept alongside your MOI originals. Ask your previous institution for extra stamped copies now, while the office still remembers you. And if one university declines the MOI route, do not argue — redirect the effort to the next tier, because with more than 70 universities considering these certificates, a polite no from one institution is a routing problem, not a verdict.
